Prime Minister Narendra Modi Visits Netherlands’ Iconic Afsluitdijk Dam, Highlights Cooperation on Gujarat’s Kalpasar Project
Prime Minister Narendra Modi visited the world-renowned Afsluitdijk Dam in the Netherlands along with Dutch Prime Minister Rob Jetten, marking an important moment in the growing cooperation between India and the Netherlands in the field of water management, climate resilience, and sustainable infrastructure development.
The visit to the iconic Dutch engineering structure highlighted the strong strategic partnership between the two countries and showcased their shared commitment to finding innovative solutions for water security and climate-related challenges. The Afsluitdijk, considered one of the greatest achievements in hydraulic engineering, has long served as a global model for flood protection and land reclamation.

Stretching nearly 32 kilometres, the Afsluitdijk Dam protects large parts of the Netherlands from flooding caused by the North Sea. The structure also helps in freshwater storage and water management, playing a critical role in safeguarding the low-lying European nation from rising sea levels and extreme weather events. Built as a major flood-control barrier, the dam has become a symbol of Dutch expertise in water engineering and climate adaptation.
During the visit, Prime Minister Modi and his Dutch counterpart reviewed the functioning and significance of the dam and discussed opportunities for enhanced collaboration in water infrastructure projects. Officials said the visit underlined the importance of combining technological innovation with sustainable development practices to address future environmental challenges.
The visit also drew attention to India’s ambitious Kalpasar project planned in Gujarat. The Kalpasar project aims to create a massive freshwater reservoir across the Gulf of Khambhat by constructing a dam-like structure. The project is expected to support irrigation, drinking water supply, transportation, and tidal power generation while addressing water scarcity in several parts of Gujarat.
According to officials, the Afsluitdijk and the proposed Kalpasar project share several conceptual similarities, particularly in terms of water storage, flood management, and integrated infrastructure planning. The Netherlands, known globally for its expertise in hydraulic engineering and coastal protection systems, is expected to play an important advisory and technical role in the development of the Kalpasar project.
In a significant development during the visit, India and the Netherlands welcomed the signing of a Letter of Intent between India’s Ministry of Jal Shakti and the Dutch Ministry of Infrastructure and Water Management. The agreement aims to strengthen technical cooperation and knowledge-sharing related to the Kalpasar project and other water-management initiatives.
Officials from both sides stated that the collaboration would help India benefit from advanced Dutch experience in designing and managing large-scale hydraulic infrastructure. At the same time, the Netherlands sees India as an important partner due to the scale and complexity of infrastructure projects being undertaken across the country.
The two leaders also discussed broader issues related to climate resilience, sustainable urban development, and water conservation. They noted that climate change has increased the urgency for countries to invest in modern flood-control systems, resilient infrastructure, and sustainable water management solutions.
Prime Minister Modi emphasized India’s focus on infrastructure-led development and sustainable growth, while also acknowledging the Netherlands’ long-standing expertise in managing water resources and coastal ecosystems. The Dutch leadership highlighted India’s growing role as a global infrastructure and technology partner.
The visit reaffirmed the India-Netherlands Strategic Partnership on Water, which has emerged as an important pillar of bilateral cooperation in recent years. Experts believe that enhanced collaboration between the two countries could lead to significant advancements in areas such as flood protection, smart water systems, renewable energy integration, and climate adaptation technologies.
The visit to the Afsluitdijk Dam not only showcased one of the world’s most successful water management systems but also signaled India’s intent to adopt global best practices for future infrastructure projects.
