PARIVARTAN Scheme Gains Momentum as Over 1,300 Beneficiaries Register Across Delhi-NCR
The government’s PARIVARTAN Scheme is gaining momentum across Delhi-NCR, with more than 1,300 vehicle owners registering on the scheme’s portal as of August 27, 2026. The initiative aims to accelerate the replacement of old, high-emission commercial vehicles with cleaner and more environment-friendly alternatives, including BS-VI and electric vehicles.
The PARIVARTAN (Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) Scheme was approved by the Union Cabinet on June 3, 2026. It targets the replacement of more than 2 lakh trucks and buses registered in the National Capital Territory of Delhi and NCR districts of Haryana, Rajasthan and Uttar Pradesh that comply with BS-IV or earlier emission norms.
The scheme is being funded through the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs (MoHUA), while implementation is being undertaken by the Ministry of Road Transport and Highways (MoRTH).
With a total financial outlay of ₹9,585 crore, including ₹5,041 crore in Central Government budgetary support, the scheme seeks to make the transition to cleaner commercial vehicles financially attractive for eligible owners.
Multiple Incentives for Vehicle Owners
The scheme provides a comprehensive package of financial incentives to eligible beneficiaries purchasing new BS-VI or stricter-norm-compliant diesel or CNG vehicles, as well as electric vehicles.
One of the key benefits is 5% interest savings on eligible vehicle loans for five years. This is expected to reduce the financing burden on commercial vehicle owners and encourage faster replacement of ageing vehicles.
Beneficiaries are also entitled to a 100% road tax waiver for 10 years, along with a complete waiver of registration fees. Delhi, Haryana, Rajasthan and Uttar Pradesh have already issued notifications providing these benefits.
Participating automobile manufacturers are required to provide an ex-showroom price discount of at least 8% to eligible buyers under the scheme.
For buyers opting for BS-VI diesel or CNG vehicles, the government will provide monthly fuel vouchers ranging from ₹1,200 to ₹4,800 for five years, depending on the category of vehicle.
Electric vehicle buyers, meanwhile, will receive a one-time incentive ranging from ₹64,000 to ₹2.56 lakh, based on the vehicle category.
Banks and Auto Industry Join Programme
The PARIVARTAN Scheme was formally launched on July 14, 2026, and has since witnessed participation from financial institutions and automobile manufacturers.
As of August 27, more than 1,300 beneficiaries had registered through the PARIVARTAN Portal. The government is also expanding the financing network to make the interest-subvention benefit accessible to a larger number of vehicle owners.
A total of 42 banks and NBFCs have been onboarded under the programme to provide financing support and interest savings on eligible vehicle loans.
The automobile industry has also joined the initiative. Memoranda of Understanding (MoUs) have been signed with 15 auto Original Equipment Manufacturers (OEMs) to extend the mandated discounts to eligible beneficiaries purchasing replacement vehicles.
The participation of lenders and vehicle manufacturers is expected to strengthen the scheme’s implementation and make the replacement process easier for commercial vehicle owners.
Focus on Cleaner Transport in NCR
The scheme is also being backed by a multi-pronged awareness campaign aimed at reaching eligible truck and bus owners throughout Delhi-NCR.
Publicity efforts are being carried out through print, electronic and digital media, along with outdoor campaigns at fuel stations, transport nagars, toll plazas and Regional Transport Offices (RTOs).
The government is focusing on increasing awareness about both the benefits available under PARIVARTAN and the registration process through the dedicated portal.
The initiative comes against the backdrop of persistent concerns over vehicular emissions in the National Capital Region. By encouraging the replacement of older BS-IV and earlier commercial vehicles with BS-VI, stricter-emission or electric alternatives, PARIVARTAN seeks to reduce transport-related air pollution while supporting the modernization of the region’s commercial vehicle fleet.
With financial incentives, tax benefits, financing support and participation from automobile manufacturers now in place, the government is looking to significantly expand registrations and accelerate the transition towards a cleaner and more modern commercial transport system across Delhi-NCR.
