Rajasthan Gets Its First Semiconductor Plant as Sahasra Semiconductors Launches SME-Led Facility in Bhiwadi

Rajasthan has entered India’s fast-growing semiconductor sector with the inauguration of the state’s first semiconductor plant at Bhiwadi. The Semiconductor ATMP/OSAT facility of Sahasra Semiconductors Pvt. Ltd. and the Electronics Manufacturing Cluster (EMC) developed by ELCINA at Salarpur, Khushkhera in Bhiwadi were virtually inaugurated by Union Electronics and Information Technology Minister Ashwini Vaishnaw.
The event was attended by Rajasthan Chief Minister Bhajan Lal Sharma and Union Environment Minister Bhupender Yadav. The inauguration marks a major step in India’s push to become a global electronics and semiconductor manufacturing hub under flagship initiatives such as Make in India, Digital India and Atmanirbhar Bharat launched by Prime Minister Narendra Modi.

Addressing the gathering, Ashwini Vaishnaw described the occasion as a “historic day” for Rajasthan, saying the state has now entered the strategically important semiconductor industry, which has emerged as a globally critical sector from both technological and geopolitical perspectives.
The minister highlighted India’s rapid growth in electronics manufacturing over the last 12 years. According to him, electronics production in the country has increased six-fold to nearly ₹13 lakh crore, while exports have surged to around ₹4.24 lakh crore. He added that mobile phones have now become India’s top export commodity.
Vaishnaw said the growth has been driven by focused government policies and schemes including the India Semiconductor Mission (ISM), Production Linked Incentive (PLI) scheme, Electronics Manufacturing Clusters (EMC) programme and the Electronics Component Manufacturing Scheme (ECMS), implemented in coordination with state governments and industry stakeholders.
Chief Minister Bhajan Lal Sharma said the Rajasthan government introduced the Rajasthan Semiconductor Policy in March 2026 with a vision to transform the region near Delhi-NCR into a major manufacturing hub. He said the state is actively promoting high-technology industries to attract investments and generate employment opportunities for youth.
Union Minister Bhupender Yadav noted that Bhiwadi was traditionally known for automobile industries, but is now rapidly emerging as a centre for semiconductor and electronics manufacturing as well.
Electronics Manufacturing Cluster Developed at Bhiwadi
The Electronics Manufacturing Cluster developed by ELCINA has been established over 50.3 acres at Salarpur, Khushkhera in Bhiwadi with a project cost of ₹46.09 crore. The Government of India provided direct financial support of ₹20.24 crore under the EMC scheme.
The cluster has been developed by M/s ELCINA Electronics Manufacturing Cluster Pvt. Ltd., a special purpose vehicle formed through collaboration among MSME industry players under the ELCINA umbrella.
Officials said the cluster has been equipped with world-class infrastructure including uninterrupted power and water supply, internal roads, centralized administrative facilities, testing and training centres and a dedicated Skill Development Centre with smart classrooms and laboratories.
Strategically located near the National Capital Region, the cluster benefits from strong road, rail and air connectivity, making it an attractive destination for electronics component manufacturing industries.
The EMC has already attracted planned investments of over ₹1,200 crore from around 20 companies operating in areas such as semiconductor packaging, electronic components, RFID technologies, air-conditioners, EV components and industrial electronics.
Out of these, 11 companies are already operational with cumulative investments exceeding ₹900 crore. The operational units have generated employment for more than 2,700 people.
Major companies currently functioning within the cluster include Aisan Fiem Industries, E-Pack Durable, Sahasra Electronics, Varada Green Energy and Electronics Sector Skills Council of India.
India’s First SME-Led Semiconductor Commercial Production Facility
The semiconductor facility set up by Sahasra Semiconductors is being described as India’s first Small and Medium Enterprise-led unit to begin commercial production of semiconductor chips.
Developed under the Ministry of Electronics and Information Technology’s SPECS scheme, the project has been established with an investment of more than ₹150 crore. Spread across 57,000 square feet, the facility houses advanced Class 10K and 100K cleanrooms required for semiconductor packaging operations.
The plant will package memory chips used in products such as Micro SD cards and flash storage devices. It will also manufacture LED driver integrated circuits, eSIMs and RFID-based products.
The unit currently has an annual packaging capacity of around 60 million semiconductor units. With support under the SPECS scheme, the company plans to expand its capacity to nearly 400–600 million units annually within the next two to three years.
Officials said more than 60 percent of the facility’s production is already being exported to global markets including the United States, Germany, France, Eastern Europe, China and Nepal.
The company is also planning to move into semiconductor research and development, particularly in areas such as LED driver chips and other advanced semiconductor products. In addition, the facility will support skill development and training programmes for youth in semiconductor packaging and high-tech manufacturing in collaboration with technical institutes and the Electronics Sector Skills Council of India.
The inauguration ceremony was held virtually following Prime Minister Narendra Modi’s appeal to reduce fuel usage wherever possible amid the current global situation.
