Indian Railways Sanctions ₹1,364.45 Crore for Major Safety and Signalling Upgrades to Accelerate Kavach Rollout and Network Modernisation

In a significant push towards enhancing rail safety and operational efficiency, Indian Railways has approved multiple projects worth ₹1,364.45 crore for the deployment of the indigenous Kavach train collision avoidance system, expansion of high-capacity optical fibre communication (OFC) networks, and modernisation of signalling infrastructure across key railway zones.

These initiatives form part of larger umbrella works included in the Works Programme (Pink Book) 2024–25 and are aimed at reducing human error, preventing train collisions, improving communication reliability, and supporting faster, safer train operations on high-density routes.

The sanctioned projects include the installation of Kavach Version 4.0 on 232 locomotives in Southern Railway, strengthening of OFC backbones in Northern and North Central Railways, and replacement of outdated panel interlocking with advanced electronic interlocking systems at 49 stations in South Central Railway.

Kavach Version 4.0 Deployment on Southern Railway Locomotives

Indian Railways has allocated ₹208.81 crore for the provision of on-board Kavach Version 4.0 equipment on 232 locomotives operating in Southern Railway. This forms part of the massive umbrella project titled “Provision of Kavach with communication backbone of Long-Term Evolution (LTE) on balance routes of Indian Railways (Umbrella Work 2024–25)”, which has an overall approved cost of ₹27,693 crore under Plan Head-33.

A sub-umbrella allocation of ₹2,950 crore has been earmarked specifically for Southern Railway under this programme. The current sanction covers the installation of the latest version of Kavach, which is designed to provide automatic train protection by continuously monitoring train speed, enforcing speed restrictions, and automatically applying brakes in case the loco pilot misses a signal or exceeds permissible limits.

Kavach, developed indigenously by Indian Railways with support from RDSO and private industry partners, has evolved significantly. Version 4.0, approved in July 2024, incorporates several advanced features including improved location accuracy, better integration with existing electronic interlocking systems, station-to-station Kavach interface over OFC, support for LTE-based communication, and enhanced handling of complex yard signalling. It also integrates with Traffic Management Systems and Temporary Speed Restriction Management.

Railway officials describe Kavach as a “game-changer” for safety. It acts as an additional layer of protection beyond conventional signalling, significantly reducing the risk of Signal Passing At Danger (SPAD) incidents and collisions. With large-scale deployment now gaining momentum, bids have already been invited for equipping thousands more locomotives with Kavach 4.0 in the coming years.

Strengthening Communication Backbone in Northern Railway

In Northern Railway, three major works worth a total of ₹400.86 crore have been sanctioned to upgrade the optical fibre communication infrastructure. These are part of the umbrella project “Strengthening, repair & replacement of communication backbone over Indian Railways (Umbrella Work 2024–25)”, approved at ₹4,871 crore.

A sub-umbrella provision of ₹871 crore is allocated for Northern Railway. The approved works include:

  • Provision of 2×48 fibre cables along 926.05 route km in Ambala Division at a cost of ₹115.74 crore.
  • Provision of 2×48 fibre cables along 1,204 route km in Delhi Division, including OFC rooms at stations, at ₹165.49 crore.
  • Provision of 2×48 fibre cables along 1,074 route km in Lucknow Division at ₹119.63 crore.

Collectively, these upgrades will strengthen communication over more than 3,200 route kilometres. A robust, high-capacity OFC network is essential for modern signalling systems, real-time data transmission, and the successful rollout of Kavach, which relies on reliable telecom infrastructure for continuous communication between trackside equipment, stations, and locomotives.

OFC Network for Kavach in North Central Railway

Indian Railways has also sanctioned ₹176.77 crore (approximately) for laying 2×48 fibre OFC cables over 2,196 route kilometres in North Central Railway to specifically support Kavach deployment. This work falls under the same communication backbone strengthening umbrella.

The project covers:

  • 1,016 km in Prayagraj Division
  • 709 km in Jhansi Division
  • 471 km in Agra Division

A sub-umbrella allocation of ₹200 crore has been provided for North Central Railway. The enhanced fibre network will ensure low-latency, high-bandwidth communication critical for Kavach’s real-time operations on busy sections of the Golden Quadrilateral and other high-density routes.

Electronic Interlocking at 49 Stations in South Central Railway

In a major signalling modernisation drive, ₹578.02 crore has been approved for replacing conventional panel interlocking with advanced electronic interlocking (EI) systems at 49 stations on high-density (HDN/HUN) routes in South Central Railway.

These works are part of the umbrella project “Provision of Electronic Interlocking at balance stations on HDN/HUN routes where Kavach/ABS/CTC is sanctioned (Umbrella Work 2024–25)”, which has a total outlay of ₹15,164 crore.

Break-up of the approvals:

  • Replacement at 35 stations in Guntakal Division — ₹426.82 crore
  • Replacement at 14 stations in Nanded Division — ₹151.20 crore

A sub-umbrella allocation of ₹1,857 crore is earmarked for South Central Railway under this programme.

Electronic interlocking offers superior reliability compared to older relay-based or panel systems. It uses microprocessor-based technology for centralised operation of points and signals, drastically reducing manual intervention, minimising failure rates, and enabling faster train movements. When integrated with Kavach and Automatic Block Signalling (ABS), it significantly enhances overall safety and line capacity.

Broader Impact on Rail Safety and Modernisation

These ₹1,364.45 crore worth of projects represent a focused and accelerated effort by Indian Railways to modernise its safety and signalling ecosystem. They are aligned with the national priority of achieving zero accidents and building a world-class railway network capable of handling increasing passenger and freight traffic.

Kavach deployment, in particular, has received strong impetus in recent years. Version 4.0 is being rolled out on a “war footing” following successful trials, including on sections of the busy Delhi-Mumbai and Delhi-Howrah corridors. The system has already demonstrated its effectiveness in preventing collisions and enforcing speed restrictions automatically.

The communication backbone upgrades are foundational, as reliable data transmission is critical for all modern train protection and signalling systems. Meanwhile, the shift to electronic interlocking at key stations will help eliminate human error — one of the leading causes of rail accidents globally.

Railway Minister Ashwini Vaishnaw and senior officials have repeatedly emphasised that safety remains the topmost priority. These investments are expected to yield long-term benefits in the form of improved punctuality, higher average speeds, greater network capacity, and enhanced passenger confidence.

With thousands of kilometres of OFC being laid, hundreds of locomotives being equipped with Kavach, and dozens of stations getting state-of-the-art interlocking, Indian Railways is steadily moving towards a future-ready signalling and train control architecture that matches global standards.

The approved projects are expected to be executed in a time-bound manner, with close monitoring to ensure quality and safety compliance. Once implemented, they will contribute meaningfully to the vision of a safer, more efficient, and self-reliant Indian Railways.
