MoPSW Ranks 2nd in Data Governance Quality Index Among Ministries

New Delhi, 13th May 2023: The Ministry of Ports, Shipping and Waterways (MoPSW) has achieved an impressive feat by securing the second position among 66 ministries in the highly influential Data Governance Quality Index (DGQI) assessment for the third quarter of 2022-2023. With a remarkable score of 4.7 out of 5, MoPSW has once again demonstrated its commitment to excellence in data governance.

The DGQI survey, conducted by the Development Monitoring and Evaluation Office (DMEO) of NITI Aayog, aims to measure the maturity level of administrative data systems and their use in decision-making within various Ministries and Departments. The assessment focuses on the implementation of Central Sector Schemes (CS) and Centrally Sponsored Schemes (CSS). It also identifies reforms needed to achieve seamless data exchange and synergistic use of data within the ministry. The assessment covers six key themes: Data Generation, Data Quality, Use of Technology, Data Analysis, Use and Dissemination, Data Security and HR Capacity, and Case Studies.

MoPSW’s success in the DGQI assessment can be attributed to the dedicated efforts of the National Technology Centre for Ports, Waterways, and Coasts (NTCPWC) at IIT Madras. The NTCPWC, established under the Sagarmala initiative, serves as the technology arm of MoPSW. It played a vital role in enhancing MoPSW’s Management Information System (MIS) to comply with DGQI standards. The assessment specifically evaluated the MIS portals for five schemes of MoPSW, namely Sagarmala, Research and Development, Shipping, ALHW, IWAI & IWT. The incorporation of emerging technologies such as AI/ML has improved data flow and quality.

The impact of data-driven decision-making has been significant for MoPSW, as it has facilitated the identification of necessary reforms and the achievement of desired goals and objectives. This approach has enhanced the implementation framework of government policies, schemes, and programs.

Expressing his appreciation for the DGQI assessment, Union Minister of MoPSW and AYUSH, Sarbananda Sonowal, stated, “The effort of DMEO, NITI Aayog, to bring out such a report card of the Ministries/Departments is highly appreciable. It will immensely help improve the implementation framework of government policies, schemes, and programs to achieve the desired goals.”

A data-driven approach enables policymakers to accurately identify trends, opportunities, and areas for improvement. By making informed decisions based on reliable data, ministries can deliver better outcomes for citizens. Moreover, data-driven decision-making is cost-effective and enhances transparency, enabling efficient tracking of the progress of schemes and policies. MoPSW’s commitment to data-driven decision-making sets a high standard for other ministries and departments to follow.
