Dimpy Garg Takes Charge as New General Manager of East Central Railway

Dimpy Garg assumed charge as the new General Manager of East Central Railway (ECR) on September 1, 2026. Prior to his new assignment, Garg was serving as Principal Chief Mechanical Engineer at Northern Railway, New Delhi. A 1990-batch officer of the Indian Railway Mechanical Engineering Service, Garg brings more than 32 years of extensive experience in railway engineering, rolling stock, operations, safety, infrastructure development, planning and policy formulation.

Garg entered the Indian Railways through the Special Class Railway Apprenticeship (SCRA) route and was the topper and gold medallist of his batch. He began his railway career as Assistant Mechanical Engineer (Diesel) at Abu Road under Western Railway. Over the course of his career, he has held several key positions in Northern Railway, Railway Board and other railway organisations.

During his tenure in the Delhi Division of Northern Railway, Garg served as Senior Divisional Mechanical Engineer, Additional Divisional Railway Manager and Divisional Railway Manager. At Northern Railway headquarters, he also served as Principal Chief Safety Officer and Principal Chief Mechanical Engineer. His experience extends beyond zonal railway operations, with his tenure as Additional General Manager at Rail Vikas Nigam Limited (RVNL) and as Executive Director/Coaching and Executive Director/Safety at the Railway Board.

Garg has been recognised for his contributions to railway engineering and project execution. In 2001, while serving as Chief Depot Officer at Mumbai Central, he played a significant role in the comprehensive improvement of the Mumbai Central Coaching Depot. His contribution helped the depot become the first coaching depot in Indian Railways to secure ISO 9002 certification, for which he received the General Manager’s Award.

He was also honoured by the Railway Minister in 2007 for his outstanding contribution while serving as Director/Planning (Mechanical Engineering) at the Railway Board. His work involved assessment of rolling stock requirements and preparation of annual plans, areas that are critical to long-term railway capacity and fleet planning.

Garg has a strong academic and professional background in mechanical engineering. He obtained his mechanical engineering degree from the Indian Railway Institute of Mechanical and Electrical Engineering (IRIMEE), Jamalpur. He also pursued higher studies in mechanical engineering through the Institution of Engineers (India), Kolkata, and the Engineering Council, London.

His professional exposure includes specialised international training in railway technology and infrastructure. Garg received training in LHB coach maintenance in Germany and Switzerland and completed a course on wheel-rail interaction organised by the International Heavy Haul Association in Sweden. He has also participated in the “Frontiers in Infrastructure Finance” programme conducted by the Indian Institute of Management Ahmedabad and the World Bank.

With his extensive experience in mechanical engineering, railway operations and administration, Garg is expected to play a key role in strengthening the functioning of East Central Railway. His appointment comes at a time when railway zones are focusing on improving operational efficiency, strengthening safety systems, modernising rolling stock and accelerating infrastructure development.

East Central Railway operates an important railway network serving several major regions of eastern and central India and handles substantial passenger and freight traffic. Garg’s experience in rolling stock management, safety, planning, project execution and railway administration is expected to support efforts to improve operational performance and infrastructure capabilities across the zone.

His expertise in both technical and administrative aspects of railway functioning is also expected to contribute to enhanced coordination among different departments and faster implementation of key projects. The new General Manager is likely to focus on maintaining high safety standards while improving efficiency and strengthening infrastructure.

With more than three decades of experience across field-level assignments, divisional administration, railway headquarters and the Railway Board, Dimpy Garg takes charge of East Central Railway with a broad understanding of the operational and strategic requirements of the Indian Railways. His leadership is expected to provide fresh momentum to the zone’s efforts in safety, infrastructure development and overall operational efficiency.
