Railway Board Restructures Pointsmen Cadre, Introduces Four-Grade Structure Across 66,388 Posts

The Railway Board has issued detailed instructions for implementing the restructuring of the Pointsmen cadre in the Operating Department, creating a four-grade structure covering 66,388 posts across Indian Railways. The restructuring, effective from April 3, 2026, is aimed at rationalising the cadre structure, creating additional promotional opportunities and aligning the distribution of posts with the revised pay levels.
The implementation order has been issued under File No. PCIII/2019/CRC/1, with reference to the Railway Board’s earlier letter RBE No. 39/2026 dated May 14, 2026. The latest instructions were digitally signed on August 6, 2026, by Jaya Kumar G, Joint Director, Pay Commission & HRMS, Railway Board.
The restructuring had earlier received approval from the Ministry of Finance and the competent authorities. According to the order, the exercise is designed to be self-financing and expenditure-neutral, with matching savings achieved through the surrender of 3,770 posts in Pay Level-2.
Four-Grade Pointsmen Structure
Under the revised arrangement, the existing Pointsmen cadre has been divided into four grades, with posts distributed across Pay Levels 1, 2, 4 and 5.

The Board has clarified that the revised structure relates to the sanctioned cadre strength as existing on April 3, 2026. Employees placed in higher pay levels as a result of the restructuring will receive the corresponding pay benefits with effect from that date, subject to the conditions laid down in the order.
However, the benefit of the restructuring is restricted to employees who were working in the concerned cadre on the cut-off date.
Existing Categories Brought Under Revised Structure
The restructuring covers permanent and regular posts in the Pointsmen cadre of the Operating Department on Open Line establishments and Production Units. Categories that have been subsumed into the revised structure include Pointsman-A, Pointsman-B, Gateman (Traffic), Cabinman, Switchman and Leverman, irrespective of their existing designation.
Ex-cadre and work-charged posts are outside the scope of the restructuring and will continue to be dealt with according to the provisions applicable to such posts.
The Board has also provided for temporary posts that have been in operation for at least three years to be considered for the purpose of applying the revised percentage distribution. However, such posts must be certified as being required for regular and continuing activities rather than sporadic operational requirements.
The existing Pointsman designations have also been revised.

The Railway Board has specifically stated that Pointsmen Grade-II and Grade-I are newly created promotional grades.
Two Years’ Minimum Service for Promotion
The revised structure retains the existing uniform minimum residency requirement of two years for promotion from one grade to the next higher grade.
Accordingly, the progression will be from Grade-IV to Grade-III, Grade-III to Grade-II and Grade-II to Grade-I, subject to fulfilment of the applicable conditions.
This creates a structured promotional pathway for employees within the Pointsmen cadre, with the new Level-4 and Level-5 grades providing additional avenues for career progression.
Recruitment Rules to Be Revised
The Railway Board has directed the Establishment (Non-Gazetted) Directorate to notify revised or amended Recruitment Rules for Pointsmen Grades I, II, III and IV.
For the initial stage of direct recruitment to Pointsmen Grade-IV, the existing rules applicable to Pointsman ‘B’ in Level-1 will continue to remain applicable until the revised recruitment framework is notified.
The Board has also clarified that existing rules governing selection and promotion will continue to apply wherever relevant.
Promotion and Filling of Vacancies
The order lays down separate procedures for normal vacancies and vacancies generated as a consequence of restructuring.
Normal vacancies existing on April 3, 2026, excluding the direct recruitment quota, as well as chain and resultant vacancies created through the restructuring, are to be filled according to the existing selection procedure applicable to the category.
Vacancies arising purely because of the introduction of the new grades are to be filled by senior eligible employees. Such employees will receive the benefit of promotion with effect from April 3, 2026.
For normal vacancies that existed on April 3, 2026, however, employees will receive promotion and higher pay from the date they actually take over the post, in accordance with normal rules.
Any normal vacancies arising on or after April 4, 2026, will be filled under the applicable procedure.
The Board has also specified that appointments to the Level-5 grade require completion of the prescribed residency period in Level-4. Therefore, until eligible employees complete the required period, the newly created Level-5 posts will be operated in Level-4.
Employees already working in Level-2 will continue to work in that level. Upgradation in individual units will take place gradually as employees are promoted or retire.
Pay Fixation and Financial Implications
Employees promoted against additional or higher-grade posts created through restructuring, including chain or resultant vacancies, will have their pay fixed under the existing rules governing promotion.
The order specifically refers to FR 22(I)(a)(1) and the Railway Board’s earlier instructions contained in RBE No. 79/2017 dated July 31, 2017.
The restructuring has been designed to remain financially neutral. To ensure matching savings, 3,770 Level-2 posts have been surrendered. The surrendered posts have already been factored into the revised sanctioned strength.
The Board has directed Zonal Railways and Production Units to follow the Ministry of Finance’s instructions while calculating the financial implications of the restructuring. The creation and surrender of posts is also to be carried out through the HRMS system.
Reservation, Vigilance and Safety Considerations
Existing instructions relating to reservation in promotion will continue to apply to promotions under the revised cadre structure.
Similarly, the applicable vigilance and disciplinary clearance requirements will remain in force. The Board has directed administrations to ensure that all relevant requirements are completed before promotions are implemented.
Another important provision relates to the pin-pointing of posts. Railway administrations must identify and locate the additional posts created through restructuring after taking into account operational requirements and safety considerations at stations and sections.
The order also specifies that only whole posts are to be operated when calculating the distribution of posts. Fractions are not to be rounded off. For example, if a calculation results in 337.5 posts, only 337 posts will operate in the higher grade, with the remaining post strength continuing at the existing or lower grade.
Impact on MACPS Benefits
The Railway Board has further clarified the relationship between promotions under the restructuring and the Modified Assured Career Progression Scheme (MACPS).
Every promotion or financial upgradation granted as a result of the Pointsmen cadre restructuring will be counted and offset against financial upgradations otherwise admissible under MACPS, in accordance with the prevailing instructions.
This provision is intended to ensure that the additional promotions arising from the restructuring are appropriately accounted for while determining an employee’s future financial progression under MACPS.

The Railway Board said the instructions were issued after consultation with the concerned Establishment and Scheduled Caste/Scheduled Tribe Directorates and with the approval of the competent authority. Any further clarification required on the implementation of the order may be referred to the Railway Board.
The restructuring represents a significant change in the career structure of Pointsmen across Indian Railways, with the creation of new Level-4 and Level-5 promotional grades and a clearly defined progression route. The implementation will also involve redistribution and pin-pointing of posts at field level while maintaining the operational and safety requirements of railway stations and sections.
