CM Dhami Unveils Largest Ever ₹1.11 Lakh Crore Uttarakhand Budget 2026

Uttarakhand has scripted a historic milestone in its development journey with the presentation of its largest-ever state budget for the financial year 2026-27. Under the visionary leadership of Chief Minister Pushkar Singh Dhami, who also holds the finance portfolio, the government unveiled a ₹1,11,703.21 crore budget in the Uttarakhand Legislative Assembly on March 9, 2026, in Gairsain. This marks a significant achievement, representing approximately a 10% increase over the previous year’s estimates and setting a new benchmark for fiscal ambition in the hill state.

This budget is far more than a set of financial figures; it embodies the aspirations of every resident of Devbhoomi Uttarakhand. It serves as a comprehensive roadmap toward realizing the vision of a “prosperous and self-reliant Uttarakhand.” Chief Minister Dhami’s foresight and unwavering commitment to the state’s progress are evident in this document, which prioritizes inclusive growth, infrastructure enhancement, and welfare for all sections of society.

Key financial highlights reveal a robust fiscal framework. Total receipts are projected at ₹1,10,143.12 crore, comprising revenue receipts of ₹67,525.77 crore and capital receipts of ₹42,617.35 crore. Revenue receipts include tax revenue of ₹43,327.43 crore (encompassing state taxes and the state’s share in central taxes) and non-tax revenue along with central grants totaling the remainder. Capital receipts primarily stem from public debt and recoveries.

On the expenditure side, total outlay stands at ₹1,11,703.21 crore, with revenue expenditure at ₹64,989.44 crore and capital expenditure at ₹46,713.77 crore. Notably, capital outlay — a key driver of long-term development — has been allocated ₹18,152.73 crore, reflecting a strong push toward asset creation and infrastructure. Interest payments are estimated at ₹7,929.40 crore, while the revenue surplus is projected at ₹2,536.33 crore. The fiscal deficit (excluding certain adjustments) is ₹12,579.70 crore, and the primary deficit stands at ₹4,650.30 crore, indicating prudent fiscal management amid growth-oriented spending.

Sectoral allocations underscore the government’s focus on priority areas. Education, sports, youth welfare, and culture receive substantial provisions at around ₹12,660 crore, ensuring quality learning and holistic development for the youth. Medical and family welfare is allocated approximately ₹4,546 crore to strengthen healthcare infrastructure. Rural development gets over ₹3,860 crore, emphasizing village empowerment and connectivity. Irrigation and flood control, energy, public works, industries, transport, tourism, agriculture, horticulture, animal husbandry, and welfare schemes for scheduled castes and tribes feature prominently, with targeted investments to boost livelihoods in the hilly terrain.

Other notable grants include water supply, housing, and urban development (₹4,243 crore), police and jails (₹3,525 crore), and welfare schemes (₹2,912 crore). These provisions aim to address the unique challenges of Uttarakhand’s geography while promoting tourism, agriculture, green energy, and employment generation.

The budget aligns with the broader national goal of a developed India by 2047, integrating state-level initiatives with central schemes for maximum impact. It reflects inputs from diverse stakeholders, ensuring it caters to farmers, women, youth, entrepreneurs, and marginalized communities.

In presenting this landmark budget on the same day as the Governor’s address — a first in the state’s history — CM Dhami has reinforced his government’s dedication to transparent, people-centric governance. This fiscal blueprint promises accelerated infrastructure, enhanced opportunities, and sustainable progress, paving the way for a vibrant, self-reliant Uttarakhand.
