Ministry of Defence Approves Fourth Positive Indigenisation List, Strengthening ‘Aatmanirbharta’ in Defence
In a significant move to promote self-reliance in the defence sector and reduce imports, the Ministry of Defence (MoD) has given its approval for the fourth Positive Indigenisation List (PIL). This list comprises 928 strategically-important Line Replacement Units (LRUs), Sub-systems, Spares, and Components, including high-end materials and spares, with an import substitution value of approximately Rs 715 crore. The aim is to encourage indigenous production by Defence Public Sector Undertakings (DPSUs) and enhance the ‘Aatmanirbharta’ (self-sufficiency) in defence capabilities.
Raksha Mantri Shri Rajnath Singh has accorded the approval for this latest PIL, highlighting the government’s commitment to strengthening the domestic defence industry and reducing dependence on foreign imports. The detailed information about the items included in the list is available on the SRIJAN Portal (https://srijandefence.gov.in/). As per the guidelines, these items will be procured exclusively from Indian industries within the specified timelines mentioned in the list.
This fourth list follows the previous three PILs published in December 2021, March 2022, and August 2022, respectively. Together, these lists encompass a total of 2,500 items that have already been indigenized and 1,238 items that will be indigenized within the prescribed timelines. Out of the 1,238 items, 310 items have already been successfully indigenized, with the remaining items expected to be achieved as per the timelines.
The DPSUs will play a crucial role in the indigenization process, utilizing various routes under the ‘Make’ category and leveraging the capabilities of Micro, Small, and Medium Enterprises (MSMEs) and the private Indian industry for in-house development. This approach not only strengthens the economy but also boosts investment in the defence sector while reducing import dependence. Furthermore, it encourages collaboration between the defence industry, academia, and research institutions, enhancing the design capabilities of the domestic defence ecosystem.
The DPSUs will initiate procurement procedures for the items specified in the list, signaling the commencement of the indigenization process. The industry stakeholders are encouraged to explore Expression of Interest (EoIs) and Request for Proposals (RFPs) on the dedicated Srijan Portal Dashboard (https://srijandefence.gov.in/DashboardForPublic), specially designed for this purpose. Interested entities from the industry are invited to participate actively in large numbers.
