Indian Railways Implements Extensive Precautionary Measures and Action Plan to Tackle Cyclonic Storm “Biparjoy”
New Delhi, June 12, 2023: In response to the approaching extremely severe cyclonic storm “Biparjoy” (pronounced as “Biporjoy”) over the east-central and adjoining northeast Arabian Sea, Indian Railways has swiftly implemented a comprehensive set of precautionary measures and an action plan to ensure the safety and minimize the impact of the cyclone. The storm is expected to cross the Saurashtra and Kutch coasts, posing potential risks to the region.
The cyclonic storm “Biparjoy” has steadily moved northwards with a speed of 08 kmph over the past 6 hours, currently centered at latitude 19.6°N and longitude 67.6°E. As per the latest bulletin issued by the India Meteorological Department (IMD), the storm is forecasted to continue its northward trajectory until the morning of June 14th, after which it will shift towards a north-northeast direction. It is anticipated to make landfall as a very severe cyclonic storm between Mandvi (Gujarat) and Karachi (Pakistan), near Jakhau Port (Gujarat) by noon on June 15th. The maximum sustained wind speed is expected to be in the range of 125-135 kmph, gusting up to 150 kmph.
To combat the potential hazards posed by the cyclonic storm, Indian Railways has taken several proactive measures, including the activation of Disaster Management Rooms at the Zonal Railway headquarters, ensuring round-the-clock presence from various departments. Emergency control rooms have been set up at division headquarters in Bhavnagar, Rajkot, Ahmedabad, and Gandhidham to efficiently handle any contingencies.
Continuous monitoring of wind speed is being conducted at multiple locations, and instructions have been issued to regulate or halt train operations if the wind velocity exceeds 50 kmph. Anemometers have been installed at stations to measure wind speed on an hourly basis, enabling prompt decision-making.
Real-time monitoring and coordination are being facilitated through the formation of online groups, ensuring effective communication among key stakeholders. Indian Railways is also closely monitoring cyclone-related information on the mausam.imd.gov.in website to stay updated with the latest developments.
In preparation for emergency evacuations, Indian Railways has ensured the availability of sufficient diesel locomotives and coaching rakes. Loading of double-stack containers has been suspended, and movement restrictions have been put in place to mitigate potential risks.
Passenger train schedules have been thoroughly reviewed, and necessary decisions are being made based on the evolving cyclone situation. Additionally, a relief train has been prepared to respond promptly to any emergencies.
To ensure the well-being of train crews, loco pilots, and assistant loco pilots have received comprehensive counseling on safety protocols during cyclone and storm conditions. Adequate arrangements, including food and medical supplies, have been made at various Running Rooms designated for crew rest.
Instructions have been issued to keep doors and windows of coaches open to facilitate the free passage of wind. Intensive footplate inspections have been carried out to closely monitor the situation.
Contingency plans have been developed to ensure the availability of fully fueled diesel locomotives and filled RCD fuel tanks for resuming normal operations after the cyclone, in case road infrastructure for RCD fuel movement is disrupted.
Alternative communication arrangements have been put in place, including emergency control rooms equipped with satellite phones, FCT, and DOT phones, ensuring uninterrupted communication channels. VHF sets are available for site communication as well.
To address potential power disruptions, tower wagon drivers and TRD staff at all depots are on high alert. In the event of power grid failures, train services will be operated using diesel traction. DG sets are on standby to supply power to control rooms, major colonies, and essential facilities.
Indian Railways has also made provisions for reserve material, machinery, and manpower, ensuring the availability of critical materials such as rubble, ballast, and quarry dust. Heavy earth-moving machinery, trucks, ropes, chainsaws, and dewatering pumps are on standby. Adequate departmental and contractual manpower has been mobilized, with dedicated teams formed at strategic locations to ensure effective coordination.
Continuous monitoring of tracks, bridges, and other infrastructure is being carried out, with patrolling being conducted on a regular basis. Vulnerable trees near the tracks have been identified and cut down as a precautionary measure.
Special safety instructions have been issued, including the closure of level crossing booms and withdrawal of staff from level crossings functioning from porta cabins.
Attention has also been given to the inspection and maintenance of overhead electrification (OHE) and transmission lines, with standby power devices being provisioned. Signaling and telecommunication arrangements have been reinforced, including the installation of DG sets and availability of spare parts.
In terms of passenger support, catering stalls will remain open during the cyclone-affected period, stocked with ample water and food supplies. Regular announcements will be made to update passengers on the cyclone status. Help desks have been set up at various stations in the cyclone-prone areas, and arrangements have been made with state transport services for passenger shifting if needed.
Medical preparedness is a key focus, with ambulances and sufficient medicines kept ready at hospitals and health units. Coordination with state medical authorities and empaneled hospitals is established, ensuring swift patient transfers if required. Local hospitals have also been alerted to handle any casualties that may arise.
The Railway Protection Special Force (RPSF) has been deployed to assist in emergencies, with RPSF companies from nearby divisions stationed in the cyclone-prone region to respond effectively. Indian Railways officials have been advised to coordinate with various authorities, including GRP, city police, civil authorities, SDRF, and NDRF, to ensure seamless assistance during emergencies.
