North Central Railway Organises Digital Life Certificate Camp for Pensioners Ahead of Nationwide DLC Campaign 5.0

Special arrangements made for senior citizens and physically challenged pensioners; doorstep services provided to beneficiaries aged 80 years and above

The North Central Railway (NCR) organised a Digital Life Certificate (DLC) camp at its headquarters in Prayagraj, to facilitate pensioners in generating their digital life certificates and familiarise them with the online process ahead of the nationwide Digital Life Certificate Campaign 5.0.

The nationwide campaign, being organised by the Government of India from November 1 to November 30, 2026, aims to encourage pensioners to adopt digital life certificates and make the annual life certificate submission process simpler, more accessible and convenient. The campaign is being conducted in accordance with directions issued by the Railway Board.

As part of the preparatory activities, the Railway Board had directed railway establishments to organise special camps for pensioners during October 2026. In compliance with these instructions, the Personnel Department of North Central Railway organised the special DLC camp at its headquarters in Prayagraj.

The camp was held in the conference hall of the Personnel Department, where pensioners were assisted in generating their Digital Life Certificates through the Jeevan Pramaan application on their mobile phones. Railway officials also explained the complete procedure, including the steps involved in registering and generating a digital certificate, enabling pensioners to use the facility independently in the future.

The initiative was aimed at making pension-related services more accessible by helping beneficiaries understand and adopt digital technology. Through the Digital Life Certificate system, pensioners can submit their annual life certificates electronically, reducing the need for repeated visits to government offices or pension-disbursing institutions.

Bank extends support to pensioners

The participating bank also played an important role in the camp by extending assistance to pensioners and facilitating access to relevant services. Pensioners were provided with support in generating their Digital Life Certificates, along with information regarding the issuance of e-passes through the Human Resource Management System (HRMS).

The availability of multiple services at a single location helped pensioners access important facilities without having to approach different offices separately. The coordinated efforts of the railway administration and the bank were intended to make the process more convenient and efficient for beneficiaries.

Doorstep facility for senior and physically challenged pensioners

In a special initiative, North Central Railway also made arrangements for senior pensioners aged 80 years and above who were unable to visit the camp due to physical limitations or other difficulties.

Recognising the challenges faced by elderly and physically challenged pensioners, railway officials visited their residences to facilitate the generation of Digital Life Certificates at their doorsteps. This arrangement ensured that such beneficiaries could access the facility without undertaking the physical effort of travelling to the railway headquarters.

The railway administration also recorded videos documenting the experiences of these senior pensioners and their interaction with the doorstep DLC service. The initiative highlighted the importance of extending pension-related services to beneficiaries who may find it difficult to access facilities through conventional means.

Focus on accessible and pensioner-friendly services

The special camp was organised with the objective of providing essential pension-related services under one roof and ensuring that senior citizens and physically challenged pensioners could benefit from digital facilities without inconvenience.

The initiative forms part of the broader efforts to promote digital service delivery and improve the accessibility of government services for pensioners. With the nationwide Digital Life Certificate Campaign 5.0 scheduled to begin on November 1, 2026, the North Central Railway’s preparatory exercise is expected to help more pensioners become familiar with the digital certification process.

Through initiatives such as assisted DLC generation, awareness about the Jeevan Pramaan application, HRMS-related e-pass information and doorstep services for elderly beneficiaries, Indian Railways is seeking to make the annual life certificate submission process more convenient and pensioner-friendly.
