NCGG Hosts 4th Training Programme for Cambodian Civil Servants on Public Policy and Governance

The National Centre for Good Governance (NCGG) commenced its two-week-long 4th Training Programme on Public Policy and Governance for Civil Servants of Cambodia today. The program, running from March 26 to April 6, 2024, is conducted in collaboration with the Ministry of External Affairs (MEA) and aims to enhance the capacities of Cambodian civil servants in the fields of public policy and governance.

A total of 156 Cambodian civil servants are participating in the capacity-building initiative, with 39 senior officers from the Ministry of Inspection, Education, Youth, and Sports actively engaged in the training sessions. The program will be held across Mussoorie and New Delhi, providing participants with a comprehensive learning experience.

The initiative underscores NCGG’s commitment to action research, studies, and capacity building in public policy and governance, both domestically and internationally. Aligned with India’s ‘Neighbourhood First’ policy, the program emphasizes strengthening bilateral ties and fostering regional cooperation with neighbouring countries.

Speaking at the inauguration ceremony, V. Srinivas, Director General of NCGG & Secretary of Department of Administrative Reform and Public Grievances (DARPG), highlighted the historical relations between India and Cambodia. He emphasized India’s evolving governance model and the pivotal role of digital technology in enhancing policy-making, service delivery, and institutional transformation. Srinivas stressed the importance of digitization in ensuring transparency, accountability, and good governance.

Dr. BS Bisht, Associate Professor and Course Coordinator, provided insights into the course curriculum, covering topics such as Governance Paradigms, Economic Development, Digital Governance, and Gender and Development. Additionally, the program includes exposure visits to prominent Indian institutions to provide participants with hands-on experience and a deeper understanding of India’s administrative practices and cultural heritage.

Furthermore, NCGG has collaborated with MEA to provide training to civil servants from 17 countries, including Cambodia, reaffirming its commitment to promoting good governance practices globally.

Dr. B. S. Bisht, Course Coordinator for Cambodia, along with Dr. Sanjeev Sharma, Co-course Coordinator, and Brijesh Bisht, Training Assistant NCGG, will oversee the overall supervision and coordination of the training program.

The initiative reflects India’s ongoing efforts to share its expertise in governance and administration with its international partners, further strengthening diplomatic relations and fostering mutual learning and cooperation.
