Ministry of I&B Introduces Groundbreaking Amendments to Cable Television Network Rules

In a significant move aimed at modernizing and streamlining the cable television industry, the Ministry of Information and Broadcasting (I&B) has announced key amendments to the Cable Television Network Rules, 1994. These amendments bring about transformative changes in the Multi-System Operator (MSO) registration process and infrastructure sharing with broadband service providers.

Under the amended rules, the following noteworthy changes have been introduced:

  1. Online Registration and Renewal: MSOs will now apply for registration or renewal online via the Broadcast Seva Portal of the Ministry of I&B, enhancing ease of access and efficiency.
  2. Extended Registration Validity: MSO registrations will be granted or renewed for a substantial period of ten years, providing long-term certainty to cable operators.
  3. Renewal Processing Fee: A nominal processing fee of Rs. One lakh has been instituted for the renewal of registration.
  4. Timely Renewal Window: Cable operators can apply for the renewal of registration within a specific window, ranging from seven to two months before the current registration expires.

These amendments align with the government’s commitment to fostering a business-friendly environment, ensuring service continuity for MSOs, and attracting foreign investment into the sector. The renewal process, with its extended validity and online application procedure, aims to eliminate disruptions in cable services.

The Ministry has also established a helpline available on the Broadcast Seva Portal for any assistance required during the renewal process.

Notably, the inclusion of provisions for infrastructure sharing between Cable Operators and broadband service providers is poised to bring about a twofold advantage. It will facilitate increased internet accessibility to remote areas and promote efficient resource utilization while reducing the need for additional broadband infrastructure.

This momentous decision by the Ministry of I&B is expected to usher in a new era of growth and innovation in the cable television and broadband industries, ultimately benefiting consumers across the country.
