Guidelines Issued for Bangladesh Traffic through Nischintapur by Indian Railways
In response to recent queries and clarifications sought, the Indian Railways has issued comprehensive guidelines for the movement of Bangladesh traffic through Nischintapur. The guidelines, outlined in reference to Addendum No.3 to Rates Master Circular/eRD/2019/0 and subsequent amendments, along with related communications, aim to streamline the process and ensure smooth transit for cross-border traffic.
Key Guidelines:
- Indent Placement for Bangladesh Traffic:
- Indent for Bangladesh Traffic will be placed in the e-RD module of FOIS by submitting a Letter of Credit, adhering to existing guidelines.
- Booking for Traffic towards Bangladesh:
- To distinguish between the traffic destined for Bangladesh and the local traffic, the former will be booked with the suffix ‘Dump’ to the name of Nischintapur (e.g., ‘Nischintapur Dump’).
- Physical delivery of Bangladesh-bound traffic will not be allowed at Nischintapur, and Railway Receipt (RR) will be prepared on a prepaid basis up to Nischintapur Dump.
- Traffic Originating from Nischintapur to Bangladesh:
- For traffic originating from Nischintapur towards Bangladesh, the RR will be prepared on a prepaid basis for the distance between Nischintapur Dump to the border.
- Incoming Traffic from Bangladesh:
- For traffic incoming from Bangladesh to any terminal of Indian Railways, the indent will be placed at Nischintapur, mentioning the name of the Indian Railways terminal.
- Demurrage and Handling Charges:
- Demurrage will be levied on IR rake if detained beyond the prescribed free time at Nischintapur after simultaneous placement of both IR and BR rakes.
- No demurrage will be levied for the time gap until the placement of the subsequent rake.
- Wharfage charge will not be levied for consignment stacking at the ground due to non-availability of corresponding BR rake or any other reason.
- Terminal Charge/Terminal Access Charge will not be applied for handling through traffic from/to Bangladesh but will be charged for consignment originating or terminating at Nischintapur.
- Transhipment and Responsibility:
- Transhipment of consignment will be at the cost of the customer.
- No dump/stacking charge is leviable.
- The customer is responsible for any destruction, damage, or deterioration during stacking at Nischintapur.
- Other Charges:
- All other charges, such as Congestion Charge, Busy Season Charge, Development Surcharge, etc., applicable to Bangladesh traffic, will be realized on the RR prepared at the booking station.
- Joint Procedure Order:
- A Joint Procedure Order covering all commercial and operational aspects will be issued by PCCM and PCOM.
- System Design and Review:
- CRIS/FOIS will design suitable functionalities in the system, and provisions may be made in the TMS for linking booking details of traffic coming from Bangladesh in RR.
- Guidelines regarding free time reckoning and levy of demurrage will be reviewed after six months, and NFR will provide details of excess detention to IR stock.
These guidelines aim to facilitate the efficient and organized movement of Bangladesh traffic through Nischintapur while addressing operational and logistical considerations.
