Indian Railways Allocates ₹4198 Crores for Signalling Modernization in FY 2023-24
In-Principle Decision Taken to Implement Electronic Interlocking at All Station
*Indian Railways takes significant strides towards modernization and safety enhancement in train operations with a massive allocation of ₹4198 Crores for signalling works in the fiscal year 2023-24. The Minister of Railways, Communications, and Electronic & Information Technology, Ashwini Vaishnaw, announced this in a written reply to a question in the Lok Sabha today.
The modernization of signalling systems is an ongoing process for Indian Railways, aimed at ensuring safer and more efficient train operations. To achieve this, the following key steps have been taken:
- Electronic Interlocking (EI) to be Implemented at All Stations: Indian Railways has decided, in-principle, to provide Electronic Interlocking (EI) systems at all its installations. This move aims to leverage digital technologies and enhance safety in train operations. As of 31st May 2023, Electronic Interlocking has already been deployed at 3108 stations.
- Electrical/Electronic Signalling Interlocking System: A remarkable 98.8% of total stations, equivalent to 6427 stations, have been equipped with Electrical/Electronic Signalling Interlocking System, replacing the old mechanical signalling by 31st May 2023.
- Axle Counters for Automatic Clearance of Block Sections: To ensure complete train arrival without manual intervention, Axle Counters for Automatic Clearance of Block Sections (BPAC) have been provided on 6397 block sections as of 31st May 2023.
- Interlocking of Level Crossing Gates with Signal: Safety at Level Crossing (LC) gates has been enhanced by providing interlocking of level crossing gates with signals at 11093 crossings as of 31st May 2023.
- Kavach – Automatic Train Protection (ATP) System: Indian Railways has adopted the indigenously developed Automatic Train Protection (ATP) system called Kavach. Kavach aids the loco pilot in adhering to specified speed limits by automatically applying brakes in case the pilot fails to do so. It also helps trains run safely during adverse weather conditions. Kavach has been deployed on 1465 Route km and 121 locomotives (including Electric Multiple Unit rakes) on the South Central Railway.
Furthermore, to standardize signalling systems across Indian Railways, the adoption of standard typical circuits for EI systems (Version-1 in 2019 and Version-2 in 2022) has been facilitated. Additionally, automation tools are being employed in signal design, and direct driving features are being developed for Electronic Interlocking.
The allocation of ₹4198 Crores for signalling works in FY 2023-24 will accelerate the pace of modernization and ensure safer and more efficient train operations. The funds will be utilized across various railway zones for the ongoing modernization projects.

According to the Indian Railways E-Procurement System (IREPS), 339 tenders for signalling works have been invited during the fiscal year 2023-24 on the Indian Railway network.
