CBI Court Convicts Former IRCTC Chief Regional Manager in Disproportionate Assets Case

A CBI Special Court in Lucknow has convicted Krishna Mohan Tripathi, the then Chief Regional Manager (CRM) of the Indian Railway Catering and Tourism Corporation (IRCTC) Regional Office in Lucknow, in a long-pending Disproportionate Assets (DA) case. The court, in its judgment dated August 10, 2026, sentenced Tripathi to three years of imprisonment and imposed a fine of ₹14.75 lakh.

The case dates back more than 16 years and originated from a Central Bureau of Investigation (CBI) trap operation conducted in 2009. According to the prosecution case, Tripathi was caught red-handed on October 31, 2009, while allegedly demanding and accepting a bribe of ₹70,000.

DA Case Registered After Bribery Probe

Following the trap operation, the CBI investigated Tripathi’s financial affairs. During the course of the investigation, the agency allegedly found that he possessed assets disproportionate to his known sources of income.

Based on the findings, the CBI registered a separate Disproportionate Assets case on February 24, 2010. The case was registered under provisions of the Prevention of Corruption Act relating to possession of assets disproportionate to known sources of income.

The investigation examined Tripathi’s assets, income and expenditure during the relevant check period. After completing its probe, the CBI filed a chargesheet against him before the competent court on December 13, 2011.

Assets Worth Over ₹1.44 Crore Allegedly Disproportionate

During the trial, the prosecution presented evidence concerning Tripathi’s income and assets. According to the CBI, it successfully established that the accused possessed assets disproportionate to his known sources of income by ₹1,44,02,221.

The amount, according to the prosecution’s calculation, represented 102.53 per cent of his total known income during the relevant period. The agency argued that the assets could not be satisfactorily explained through his legitimate sources of income.

The court examined the evidence presented during the trial before reaching its conclusion. After considering the prosecution’s case and the evidence on record, the CBI Special Court found Tripathi guilty in the DA case.

Three-Year Jail Term and ₹14.75 Lakh Fine

The court subsequently sentenced the former IRCTC official to three years of imprisonment and imposed a fine of ₹14.75 lakh. The judgment was delivered on August 10, 2026.

The conviction marks the culmination of a lengthy legal process that began with the 2009 bribery trap operation and was followed by the registration and investigation of the separate DA case.

The CBI’s investigation into the financial affairs of the former IRCTC official had also involved scrutiny of properties and other assets allegedly acquired during the relevant period. Earlier proceedings connected with the case had raised questions over assets allegedly acquired at values inconsistent with the accused’s legitimate income.

Earlier Bribery Case

Tripathi had also faced proceedings in connection with the original bribery case arising from the 2009 trap operation. In that case, he was earlier convicted and sentenced to five years’ imprisonment. The sentence was subsequently suspended during the pendency of his appeal before the High Court.

Separate proceedings related to the alleged proceeds of crime had also been initiated under the Prevention of Money Laundering Act (PMLA), based on the underlying corruption-related offences.

The latest conviction, however, relates specifically to the Disproportionate Assets case investigated by the CBI.

The case highlights the long legal process involved in corruption and financial misconduct investigations, where evidence relating to income, expenditure, property ownership and other assets may be examined over several years.

With the August 10 judgment, the CBI Special Court has now delivered its verdict in the DA case, convicting the former IRCTC executive and imposing both a prison sentence and financial penalty. Further developments, including any appeal against the conviction or proceedings concerning recovery of assets, will depend on subsequent legal action.
