UGCs New Regulations Allow Foreign Higher Educational Institutions to Establish Campuses in India
The University Grants Commission (UGC) has recently issued a notification introducing a new set of regulations pertaining to the establishment and operation of campuses by foreign higher educational institutions in India. The move is a significant step toward the internationalization of higher education in the country, aligning with the objectives outlined in the National Education Policy, 2020.
The notification, titled “University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023,” was officially released on November 7, 2023. Eligibility Criteria: Foreign higher educational institutions wishing to establish campuses in India must meet specific criteria. They should secure a position within the top 500 in global rankings or possess outstanding expertise in a particular academic area.
Application and Approval Process: The process includes applying online, submitting necessary documents, and a detailed evaluation by a Standing Committee. Once eligibility criteria are met, the Commission grants in-principle approval, allowing the foreign institution to establish campuses in India.
Admission and Fee Structure: Campuses can design their admission processes and criteria. The foreign institution decides the fee structure, which must be transparent and reasonable. Scholarships and fee concessions for Indian students are also encouraged.
Academic Autonomy: The foreign institution has the autonomy to recruit faculty and staff from India and abroad, deciding qualifications, salary structure, and conditions of service. However, qualifications of faculty must be on par with the home jurisdiction.
Quality Assurance and Oversight: The campus must undergo a quality assurance audit and submit an annual report to the Commission. Cross-border funds and compliance with regulations governing foreign contributions are integral aspects.
The regulations emphasize the equivalence of qualifications awarded in India with those of the home jurisdiction, enabling students to access recognition and status comparable to Indian institutions.
